Tips to Manage Your Time | Self improvement tips

Time and money are both very important in business. Yet, like me, many business people tend to give a lot more specific thought as to how to spend their money. Too often, how we spend our time is only thought of in terms of ?What am I going to do today?? or ?What should I do next??

There are only 24 hours in your day, just the same as everybody else?s and you need to know how to use those 24 hours to your advantage. There are so many simple ways to save time during our busy day that they are easily overlooked. Sometimes we just overlook the obvious. But being prepared with lists, notes, ongoing files, and systems will help you screen out those unwanted distractions and focus on the important matters at hand. So let?s get down to business!

Here are some tips to manage your time:

First and foremost, Set priorities. Determine what is most important. Everything?s not an earth-shattering emergency! Someone else?s perception of a priority does not mean it is so to you. Discern what needs your attention immediately, what can be delegated, and what can be addressed later. Remember, prioritizing is the key to mastering the use of time.Regardless of how your priorities are defined, we could all use some extra time in the day. The following are some time management ideas that can help increase your productivity and improve the quality of your life. Try incorporating just a few of these ideas and see how it affects your life.

1. Plan your day the night before. List and prioritize the top five objectives you desire to accomplish when you get to the office. Start with the number one item on your list and stay with it until it is complete. Try to do the most difficult tasks first.

2. Get to the office early. You will never be successful in the sales profession if you get into the habit of coming to work at the ?crack of noon.?

3. Use a diary or digital organizer. With so much to organise in your busy life you need to record your appointments, things to do and goals somewhere. Preferably in a paper diary or digital organiser that you can take everywhere. This is the most effective way to get things done, plan your work and your life.

4. Get in the habit of using a To Do list every day. At the end of each day, make a list of items to complete the following day. This helps you put closure on the day so you don?t leave worried about forgetting the tasks that await you tomorrow.

5. Clean out the Clutter. You will save yourself heaps of time, energy and money if you clear out your work and home environment?paperwork, books, old equipment etc. You?ll be able to find things, save money because you won?t have to buy what you already have hidden somewhere, plus you?ll be less stressed.

6. Use the Right Tools. It?s no good having the latest whiz-bang computer when the desk that you sit at is too small to accommodate it, or the chair has poor back support, or the lighting is dull causing you eyestrain and fatigue. All these factors heavily influence how you work. Invest or ask for a decent desk, purchase a desk lamp or request the light globes be changed. Don?t avoid the warning signs your body gives you. Take action now before you have eye, back or neck problems.

7. Resolve to do today what you wanted to do tomorrow. Make a catch-up list of tasks you have avoided or put on the ?back-burner? and rank them from the most important to the least important. Resolve to do at least one task from this list each day.

8. Do your most difficult work when you are in your peak performance state. If you?re an early morning person, do that extra-effort-needed project first thing in the morning. If late evening hours are more your speed, save that high-energy project for that time.

9. Place your phone on voicemail mode at strategic times of the day.Voicemail is wonderful for those times when you?re either feeling sluggish, want some quiet time, or just want to get a project

done. You can access your messages later and return calls on a priority basis.

10. Learn to say NO once your priorities are set. Avoid interruptions. Set aside a period of the day as ?off-limits? during which time you will not be interrupted. Use this time to work on your ?A? or top priorities, or even as a designated time to handle your mail or return calls. One way to avoid interruption is to make it clear that when your door is closed you are not to be disturbed. Other way is to Let others in your home/office know when you don?t want to be disturbed.

Constant interruptions are annoying and distracting; they are also time-zappers. Letting people know when it?s ok to interrupt and when it?s not is crucial to time management.

11. Schedule your phone calls around your peak performance levels. You want to give your customers/clients your very best attention and this requires energy and enthusiasm.

12. Avoid Unnecessary Meetings. Before agreeing to attend a meeting, check if you really need to be there. Maybe a phone call or email will be just as effective.

13. When you need a swift response, send an Email or make a phone call whenever possible to avoid time delays in receiving an answer.

14. Do What You Do Best and Delegate the Rest. At work see if there are ways you can delegate tasks which would suit someone else?s talents. Many office and home based workers are spending heaps of time on mundane secretarial tasks which would take a person who is trained in that area a quarter of the time to undertake. Assign tasks to another or others to give you more time to handle the tasks which only you can do. Effectively multiplying your time is the ultimate time management technique. Remember, everything that needs to be done does not have to be done by you. Delegating to another person can save you a lot of time in mundane tasking. Delegate, delegate, delegate. Avoid the temptation of doing administrative duties and paperwork. Salespeople historically tend to hide behind their paperwork. Focus your efforts on the things that you are licensed or hired to do and consider employing someone else to handle your paperwork. If you have any doubt, ask yourself ?What is the best use of my time right now??

15. Instead of a to-do list, create a goal for the day. Throw out the to-do list that never gets done, causes you stress and frustration, and makes you feel like a failure. Instead, set yourself a single goal for the day.

16. Schedule free time. Find at least one day each week during which you do no work or business at all. You will get a better perspective on your work after you have time away from it.

17. Look After Yourself First. Exercise regularly, eat healthily and be around positive people. Feed your mind by attending personal development courses. Read self-help and motivational books, listen to tapes. Do the right thing by yourself and you?ll have heaps of energy, be motivated which in turn will help you be more productive.

Time management really can be easy. A fact! You are in control of your time. If you take away one time management tip, remember that good time management is about knowing what?s most important and doing that the most. Don?t forget the most important time management tip- make time for yourself. You?re no good to anyone if you?re sleep deprived and miserable. We all deserve a little downtime, even if that means you have to schedule some time for yourself into your calendar each day. Your business, family and relationships will all benefit when your priorities are in order and you have balance in your life.

By following these simple yet very effective ideas you will have more control over your work and your life, experience less stress and be more proactive. All of these factors affect your general well-being, confidence and results.

Yes, these strategies are simple and you probably already knew what you need to do, you just haven?t done it yet.Isn?t it time you took action?

RIM sticking with consumer goods, just 'refocusing' on enterprise

RIM
Some people got the wrong idea yesterday when RIM's new CEO Thorsten Heins said the company was refocusing on the enterprise market and would stop trying to be "all things to all people." Many took the post-earnings call comment to mean that RIM would be exiting the consumer market, an assumption that didn't seem like much of a stretch considering its failure to capture the imagination of users outside the office place. Things weren't made any better when Heins seemingly left the door open for the manufacturer to leave the hardware business entirely. However, in a statement, managing director of global sales and regional marketing Patrick Spence clarified that "the claim that RIM has said it will withdraw from the consumer market is wholly misleading." He continued to explain that, "whilst we announced plans to refocus our efforts on our core strengths, and on our enterprise customer base, we were very explicit that we will continue to build on our strengths to go after targeted consumer segments." In particular there still seems to be hope that BBM can become a staple in the lives of young trend setters, but it'll probably need some help from cross platform clients to do so.

Update: Just in case there was any doubt RIM has posted a clarification on its blog saying in no uncertain terms that the consumer market is still a target. "To be really clear, we are fully committed to the consumer market," there really isn't any way to misconstrue that. Hit up the more coverage link to read the whole post.

Family members' financial responsibility for elder care costs incurred ...

NY-
Particularly with the facts stated below, does a rehab center/nursing facility have the legal right to (try to) obtain payment from the family members of a patient who had passed away, when the situation is such that the family members have no legal financial responsibility for that patient?s affairs or debts?

1) Remaining rehab Medicare co-payment costs incurred (prior to patient?s transfer to the hospital where she expired) were billed to Medicare and paid out by Medicare at an 80% coverage rate.
2) At no time did any family member have a Power of Attorney in affect to handle patient's affairs.
3) Also, no family members signed any type of Rehab/Nursing Facility "Admission Agreement Form" nor did any family members signed any other forms/documents of any type, and as such, no family member is legally financially responsible for patient's debts incurred nor for handling the debts on that person?s behalf (since there is no POA).
4) The patient, not family members, while alive was financially responsible (out of only the patient's own assets) for remaining 20% Medicare co-payment costs.
6) The patent had listed one of her children on a health care proxy while at the rehab center, which, while the patient knew that her child was aware of her wishes, the child was not present for, never saw or signed the form, nor was presented with a copy of by the rehab center until after the parent was at the hospital and was in the early stages of passing away. It is on this health care proxy form that the child?s address was previously provided by the patient for only that reason, and which is where the rehab chose to obtained and utilize the child?s address from for purposes other than the intended purpose of needing an address on a health care proxy.
5) The patient?s children were not joint on any accounts of their elderly parent. They were only listed as beneficiaries for the checking & savings account, and also as beneficiaries on her small (only a few thousand dollar) life insurance policy.
6) The total funeral costs exceeded the total of the life insurance policy amount combined with the total amount of remaining assets which were left in the patient?s bank account prior to her passing.
7) The patient arrived at a rehab center in February from a local hospital and the rehab had received what is called a "Face page" containing the patient?s relevant medical condition/status. The rehab was advised and apprized at that time by family members to obtain any other pertinent financial and medical info, particularly regarding the patient?s Medicare coverage from the other rehab facility that she was at prior to going to the hospital. The new rehab center was made fully aware of the patient's financial information a few days after arrival, at which time any and all available information requested had been obtained & provided (by the patient and family members) to the rehab center since they needed that info as they were handling the filling out & submission of the Medicaid application. This included the rehab having received the patient's bank account statements through the end of the preceeding month. The rehab also knew that the patient only had two sources of monthly income - her one and only pension amount and social security, both of which were direct deposited into her checking account, and for which the rehab was made aware of those actual amounts as well as account balance. As such, the rehab had the information about the patient's financial status and were cognizant of what little monies she had available.
8) The patient passed away passed on Tuesday, 3/20/12.
9) The death certificate was provided to the patient?s family members from the funeral home on Thursday, 3/22/12.
10) The death certificate was provided to patient?s bank the same day (3/22) by the patient?s children (i.e. beneficiaries).
11) The bank stated to beneficiaries on 3/22 that there was a required "waiting period" of up to 5 -7 days. The patient?s beneficiaries were led to believe that was necessary for the purpose of ensuring that there were no liens or outstanding debts for which the bank would have been legally bound to hold back and/or not release monies from the patient?s account to the beneficiaries.
12) Funeral home expenses were incurred from the date of the patient?s passing (3/20) thru the date of burial, which was Friday, 3/23.
13) The bank called the beneficiaries on Monday, 3/26/12 and let each of them know that the monies in the patient?s account had cleared and were available to be released to beneficiaries.
14) Despite the rehab having been verbally apprised as well as having been presented with written information in the form of copies of documents, and thereby aware of all of this, and despite them having already been told that the patient?s children did not have POA for the patient?s affairs, the rehab still, for whatever reason, chose to send a statement for the patient's account to one of her children where they lived.
15) The rehab generated this statement dated 3/22/12, after the patient?s date of death, and was not received until after 3/27/12, after monies had cleared with and released from the bank.
16) Medicaid kicks in after the first 100 days of Medicare coverage ends. Info required for the Medicaid application was provided to the rehab in February (several days after patient?s arrival) in order for the rehab?s social worker and/or business office to fill out & submit the Medicaid application on the patient?s behalf (so that the rehab center themselves could take steps to ensure eventually getting paid from Medicaid retroactively from Day 101 & onward in the event that the patient were to have gone back to the rehab center). The amounts reflected on the rehab?s statement are for Medicare co-payments for all days at that rehab which were under the first 100 days of Medicare. For Medicare purposes, the patient spent Day# 63 thru Day# 100 at that rehab before going to the hospital where she subsequently expired.
17) There is an asset level of I believe to be $13,800, under which Medicaid allows for one to retain for personal living expenses and for funeral & burial costs that are incurred when one passes away. I have been led to believe that Medicaid generally does not typically ?go after? monies below that level. However, I?m not sure if that is also the case when it comes to Medicare considerations with respect to allowable remaining assets for living & funeral/burial expenses vs. debts incurred while alive as it pertains to Medicare co-payment amounts incurred.

  • If Medicare co-payment costs were incurred by an elderly patient at a rehab center (of which Medicare paid 80%) prior to that person passing away, and the Medicare co-payment costs were not billed until after the date of death, and the patient?s monies had cleared with the patient?s bank for release to beneficiaries (after having presented a death certificate to the bank) for the purposes of and in order to pay for funeral expenses of the patient, since the beneficiaries did not have POA, and were not legally handling the patient?s financial affairs, and were also not legally financially responsible for patient's debts, then is there any means by which a rehab center can still somehow legally obtain payment from what had been the patient's monies (which had been in the patient?s account prior to his passing), despite the bank having allowed the required number of days for monies to clear before releasing those monies to the beneficiaries?
  • And if so, does the rehab have a legal right to now, after release of those monies to beneficiaries, obtain seeking payment (partial or otherwise) from each of the patient?s beneficiaries (by even possibly trying to seek placing a lien on a beneficiary's house) despite the fact that there were also known legitimate funeral expenses that were also required to be paid from the patient's assets, and despite the fact that the beneficiaries were not legally/financially responsible for the patient's debts?
The total cost for funeral home & burial services exceeded the amount of monies in the patient's account and life insurance combined. Since it is general knowledge and understood as a known and acknowledged fact that there are expected funeral & burial expenses when one dies, it is therefore understandably reasonable and anticipated that those funeral costs would be paid from the patient's assets (and NOT that other debts incurred when the patient was alive would somehow get first priority/consideration for payment, which would thereby consequently result in family members to inappropriately be erroneously expected to have to bear the cost of funeral & burial, especially when the purpose and intent of advising the patient while alive to try to have some minimal amount of monies left in the patient?s account, combined with whatever small amount of life insurance, would go towards trying to cover all of the customary funeral & burial costs).
  • In light of all of the above regarding funeral expenses paid from patient's assets as well as consideration of family members not being legally financially responsible for patient's debts, does a rehab (still) have a legitimate legal leg to stand on with this matter in so far as to subsequently trying to seek payment for family members, particularly since the rehab has already gotten paid by Medicare for 80% of the patient's costs incurred?

In Southern States, Immigration Law Battle Rages On | WEKU

Last year, several states passed strict laws aimed at cracking down on illegal immigration. Those laws are now being challenged in federal court, and next month the Supreme Court is set to hear arguments on Arizona's immigration law ? but that hasn't stopped some Southern states from moving forward with more restrictions.

In 2011, Georgia passed a sweeping anti-immigration measure that requires law enforcement officers to check the status of people they suspect are in the country illegally and forces employers to verify the immigration status of workers. Now, lawmakers have been debating a bill to ban students here illegally from attending all public colleges ? and that has drawn criticism.

Democratic state Sen. Nan Orrock addressed the bill at a recent rally held at the Georgia Capitol.

Before a vote last night, a House committee took out the provision that would have banned illegal immigrants from colleges. D.A. King helped write the Georgia immigration law, and he says the intent of the bill is to update the identification requirements for people to prove they are here legally.

"But also to stop the acceptance of undocumented passports or passports issued to people in the country illegally after they arrive in the United States," King says. "That will do a lot to keep illegal aliens uncomfortable in the state of Georgia which has been our goal since we started."

Some suggest the move to forbid immigrants from using foreign passports to prove their identity will affect thousands of legal immigrants and foreign tourists. The ACLU's Jonathon Blazer says the regulation makes it difficult for this group to use basic services.

"It includes access to municipal buildings, marriage licenses, water [and] sewage services," Blazer says. "And these are the kind of unintended ? if they are unintended ? consequences that arise when states try to dabble in this area."

Alabama is moving forward with efforts to clarify its immigration law, which is in the courts, and the Mississippi House recently passed a bill calling for police to check the immigration status of those who are arrested. During a fiery debate over the bill, Mississippi state Rep. Andy Gipson, a Republican, said the measure is not unjust.

"Any person in Mississippi who breaks our laws and is arrested for doing so can be asked to present proof that they're here legally," Gipson said. "I don't think that's asking too much."

But state Rep. Ed Blackmon, a Democrat, is among those who oppose the bill.

"There's no compassion in this," he responded. "There's no forgiveness in this. We are going to bring down the hammer on a group of people who only want to do one thing: Find a better life for themselves."

Meanwhile, Mississippi Gov. Phil Bryant has continued to support immigration laws, saying the states are justified in passing them.

"I think we took some of the most offensive language out ... so I think we have a really good, fair law," he says.

This year, Southeastern states have provided much of the debate on the immigration issue. Some, like Georgia and Alabama, are revamping laws. But bills in Tennessee, Arkansas and Virginia are on hold at least until this summer, when the Supreme Court is expected to rule on Arizona's law.

RENEE MONTAGNE, HOST:

Strict laws aimed at cracking down on illegal immigration passed in several states this year - among them Alabama, Georgia and South Carolina. Those laws are now being challenged in federal court. And next month the Supreme Court is set to hear arguments on Arizona's tough immigration law, which has not stopped some Southern states from moving forward with even more restrictions. NPR's Kathy Lohr reports.

KATHY LOHR, BYLINE: Georgia passed a sweeping anti-immigration law last year that requires law enforcement to check the status of people they suspect are in the country illegally and forces employers to verify the immigration status of workers. Now lawmakers have been debating a bill to ban undocumented students from attending all public colleges, and that has drawn criticism.

(SOUNDBITE OF APPLAUSE)

STATE SENATOR NAN ORROCK: I stand today with you to say we are all immigrants.

LOHR: Democratic Senator Nan Orrock spoke at the Georgia capital at a recent rally on behalf of students.

ORROCK: It is not in the interest of the state. It is not in the interest of our economy. It is not in the interest of a bright future for Georgians.

LOHR: Before a vote last night, a House committee took out the provision that would have banned illegal immigrants from colleges. D.A. King helped write the Georgia immigration law. He says the intent of the bill is to update the identification requirements for people to prove they are here legally.

D.A. KING: But also to stop the acceptance of undocumented passports or passports that have been issued to people in the country illegally after they arrive in the United States. That will do a lot to keep illegal aliens uncomfortable in the state of Georgia, which has been our goal since we started.

LOHR: But some suggest the move to forbid immigrants from using foreign passports to prove their identity will affect thousands of legal immigrants and foreign tourists. Jonathon Blazer with the ACLU says the regulation makes it difficult for this group to use basic services.

JONATHAN BLAZER: It includes access to municipal buildings, marriage licenses, water/sewage services. And these are the kind of, you know, unintended, if they are unintended, consequences that arise when states try to dabble in this area.

LOHR: Alabama is moving forward with efforts to clarify its immigration law, which is in the courts. And the Mississippi House recently passed a bill calling for police to check the immigration status of those who are arrested.

During a fiery debate over the bill, Representative Andy Gipson, a Republican, said the measure is not unjust.

STATE REPRESENTATIVE ANDY GIPSON: Any person in Mississippi who breaks our laws and is arrested for doing so can be asked to present proof that they're here legally. I don't think that's asking too much.

LOHR: But Representative Ed Blackmon, a Democrat, is among those who oppose the bill.

STATE REPRESENTATIVE ED BLACKMON: There's no compassion in this. There's no forgiveness in this. We are going to bring down the hammer on a group of people who only want to do one thing - find a better life for themselves.

GOVERNOR PHIL BRYANT: I think we took some of the most offensive language out ? that when I met with the governors of Alabama and Arizona, that they were concerned with, so I think we have a really good, fair law.

Lunch-goers by the hundreds bust a move in Sweden

STOCKHOLM (AP) ? Some workers in Sweden have found a rather offbeat way to spend their lunch hour. Actually, on-beat is more like it.

Dripping with sweat and awash in disco lights, they dance away to pulsating club music at Lunch Beat, a trend that started in Stockholm and is spreading to other cities in Europe.

Then they go back to work.

"It is absolutely fantastic!" exclaimed Asa Andersson, 33, who broke away from her job at a coffee shop to bust some moves last week. "It is the first time I'm here, I'm totally happy and ecstatic, totally covered in sweat and I'm full of energy. It does not get any better than this."

The first Lunch Beat was held in June 2010 in an underground parking lot in Stockholm. Only 14 people showed up. But they had so much fun they immediately planned another event. Word spread, and now the Swedish capital has monthly Lunch Beats that attract hundreds.

Similar events have been held in at least 10 other Swedish cities and in Finland and Serbia. Portugal's first try will be in Porto next month, organizers said.

The party starts at noon and goes on for one hour. There's no alcohol, which gives it a different ambiance than nighttime clubbing, said Daniel Odelstad, the 31-year-old organizer of Lunch Beat Stockholm.

"People are sober, it's in the middle of the day and it is very short, effective and intensive," he said. "You just have to get in there and dance because the hour ends pretty quickly."

Heeding that advice, nearly 500 people paid 100 kronor ($14) to attend at Kulturhuset, a cultural center in downtown Stockholm.

Anyone can organize a Lunch Beat event as long as they follow some simple rules, Odelstad said.

"The first rule of Lunch Beat is that you have to dance," he said while checking prepaid tickets at the door. "If you don't want to dance during your lunch hour, then you should eat your lunch somewhere else."

The events are not-for-profit, with cover charges being used for rent and sandwiches so dancers don't return to work hungry.

Some first-time visitors were amazed at how quickly typically reserved Swedes burst out of their shells. As the DJ pumped up the base, office clerks mingled with business-suit types, the young mixed it up with the middle-aged and university students danced with everyone.

"It was just like bang, straight in to the disco," said Kristoffer Svenberg, a 34-year-old artist.

But isn't it uncomfortable returning to an office after an hour of dancing? European workers, a tad more relaxed than Americans, say not at all.

Ellen Bengtsson, 29, came to Lunch Beat with more than a dozen people from a government office.

"It's great," she said. "We'll go back sweaty together."

Weight-loss, Diet program, Health, Health and fitness, And Eating ...

Reprogramming the Chubby Mind: 7 Steps to Using Control of one?s Unconscious has turn into the definitive ebook for habits change. It truly is the final self aid e book mainly because all of the files necessary to carry out a medical research are contained inside an included Audio/Data Cd. When psychologists, doctors, or psychiatrists inquire me to prove my book would be the definitive document for conduct modify, I?m happy to accommodate.

Because its introduction into psychiatric care in 1990 Burris MIND/FITNESS has set up alone because the only clinically confirmed process for behavior adjust and has been endorsed by all psychologists, physicians, and psychiatrists who have evaluated it.

7 Actions to Taking Full Control of all Behaviors, not only Weight reduction, Diet regime, Wellness, Health and fitness, & Consuming Disorders

Step 1 ? The Emotional Checklist
Burris MIND/FITNESS is based on the reality that all behavior is emotionally driven. The Emotional Checklist establishes a baseline by which you can measure your results from day to day, week to week, month to month or year to year.

Step 2 ? Subconscious Perspective & Empowering Questions
On the first page in the program procedure you will literally put your subconscious on paper and discover what brings about a conduct at the deepest level from the unconscious. It really is imperative that you know what the unconscious is doing mainly because the unconscious thoughts runs approximately four times faster than the conscious mind and right now you have virtually no idea what the subconscious is doing. All responses from the Unconscious Perspective are turned into Empowering Questions.

Step 3 ? Unconscious Self-Image
If you set a goal that has to do with a modify of your physical image without restructuring the image in your subconscious, your chances of success are at best remote. It can be like wearing clothes that do not fit, you are never comfortable. This discomfort will lead you back to where you began. There will never be a more important image you have in your unconscious mind or a more important image that you will need to modify than the image you have of yourself right now.

Step 4 ? The Stop & Replace System
This would be the most powerful part of the system. The Stop and Replace System will allow you to make an assault on any subconscious programming you wish to adjust and make dramatic changes in your emotional state and conduct. All the elements from the first three pages in the program are used on this page to assist you Recognize, Access and Alter unconscious programming that merely does not work.

The Heart of MIND/FITNESS consists of your Love, Well being, Wealth, and Self Image. Man lives to tell of Florida "Shoot First" horror

MIAMI (Reuters) - On June 5, 2006, not long after Florida enacted the first "Stand Your Ground" law in the United States, unarmed Jason Rosenbloom was shot in the stomach and chest by his next-door neighbor after a shouting match over trash.

Exactly what happened that day in Clearwater, Florida, is still open to dispute. Kenneth Allen, a retired police officer, said he shot Rosenbloom because he was trying to storm into his house.

Rosenbloom told Reuters in a telephone interview this week he never tried to enter the house and was in Allen's yard, about 10 feet from his front door, when he was shot moments after he put his hands up.

Now living in Hawaii, Rosenbloom said he had been unaware of the growing outrage over last month's shooting in Sanford, Florida, of an unarmed black teenager by a neighborhood watch captain.

Trayvon Martin, 17, was shot by George Zimmerman on February 26 while walking back to the house where he was staying with his father in a gated community. Sanford police have not arrested Zimmerman, largely because Stand Your Ground requires them, without clear evidence of malice and in the absence of eyewitness testimony to the contrary, to accept Zimmerman's argument he was acting in self-defense.

Allen was not arrested in the shooting of Rosenbloom. Sergeant Tom Nestor of the Pinellas County Sheriff's Office said Allen was found to have acted in self-defense when he pumped two rounds into Rosenbloom with his 9mm semi-automatic pistol.

"He meant for me to be dead and he never called 911," said Rosenbloom, 36, adding that Allen, now 65, bent over him and using an expletive, warned him not to tangle "with an ex-cop" as he lay bleeding on the ground.

"The police closed it on his words alone," said Rosenbloom, explaining how the case that began with a complaint about him leaving eight trash bags on the curb instead of the regulation six, was closed after what he described as only a summary investigation.

"They made me the bad guy," he added.

Allen, contacted by phone in rural Georgia, said on Thursday he had "no regrets" about shooting Rosenbloom, describing him as a "little punk" who was "lucky to be alive."

He denied using profanity after shooting his neighbor, who he claimed had forced his way into the house and threatened to "beat my ass."

WIDE LATITUDE IN CASE OF SELF-DEFENSE

Police say Florida's Stand Your Ground law, which loosened formerly restrictive rules for using deadly force and gives people wide latitude to employ it in self-defense, was never officially cited in the Rosenbloom case.

But Rosenbloom considers himself one of the first victims of the new law in Florida and one of the few who has lived to give a first-hand account of how he said it can be used to shoot to kill with impunity.

The law, which extended the "castle doctrine" allowing residents to shoot would-be burglars or intruders entering their homes, gives legal protection to anyone, anywhere, to use deadly force in a case where a person is attacked and believes his life or safety is in danger.

One of the law's legislative sponsors said it was partly motivated by a rash of looting and theft after a series of hurricanes hit Florida in 2005.

Dubbed the "Shoot First, Ask Questions Later" law by critics, the statute extends even beyond self-defense and is seen by some as encouraging vigilante justice.

"A person who is not engaged in an unlawful activity ... has no duty to retreat and has the right to stand his or her ground and meet force with force, including deadly force if he or she reasonably believes it is necessary to do so to prevent death or great bodily harm to himself or herself or another or to prevent the commission of a forcible felony," the law says.

"I think it's a very foolish law meant to turn a blind eye," Rosenbloom said, referring to how Stand Your Ground has been criticized in the past for protecting people who might formerly have been prosecuted for assault or murder.

'CONSISTENTLY AWFUL'

The law, approved under former Governor Jeb Bush after a big push by pro-gun advocates led by the National Rifle Association, was passed over numerous objections from the Florida Prosecuting Attorneys Association and state law enforcement officials. Florida's Republican governor, Rick Scott, announced the formation of a task force on Thursday to "thoroughly review" the law in the wake of the Martin shooting.

"Basically it's a law that fixed something that wasn't broken, and then it created a lot of problems," said William "Willie" Meggs, veteran state attorney for the 2nd Judicial Circuit in Tallahassee, the Florida capital.

"I have been an outspoken critic of the law since it came into existence and I would suspect we may be doing something about it after all the interest we're seeing in it now," he said.

According to the Brady Campaign to Prevent Gun Violence, at least 23 states have passed laws similar to Florida's since 2005.

Florida does not keep comprehensive records to gauge the impact of Stand Your Ground. But the St. Petersburg Times said on Friday that the law had been invoked at least 130 times statewide since 2005, and that "justifiable homicides" had more than tripled since the law went into effect.

In cases where the law had been invoked, about 70 percent involved a fatality, the newspaper said.

Despite assertions from supporters of the law that it has worked as a deterrent of violent crime, Dennis Henigan, a lawyer and veteran vice president of the Brady Campaign, said the state was still saddled with a "tragic record" on violent crime.

"It's quite remarkable how consistently awful Florida's record has been," Henigan said. "It takes some work to finish in the top five in violent crime among all the states every single year for the last 30 years."

NOT A 'LICENSE TO KILL'

Supporters of Stand Your Ground say it has worked well, while arguing it should not be applied in the Zimmerman case.

"It's not a 007 license to kill," said Sean Caranna, who heads a gun rights group called Florida Carry.

Republican State Representative Dennis Baxley, one of the authors of the Stand Your Ground law, said it did not protect people who pursued and confronted their victims, as occurred in Sanford, according to lawyers for the parents of the dead teenager.

"That's where he (Zimmerman) stepped out on thin ice away from protection of this statute," he said.

Defending Stand Your Ground, Baxley said that while errors may occur, such as the death of Martin, it was important that the law err on the side of those who fear they are facing "a perceived" threat.

"That's good public policy. I think we have a good statute and I would hate to lose anything in it that protects people from harm. It saves lives," Baxley added.

Rosenbloom still has health problems stemming from his injuries and a bullet remains lodged in his right hip.

"Now I live as far away from Florida in America as you can freaking get," he said, explaining his recent move to Hawaii was aimed at leaving a lot of bad memories behind in what he now calls the "Gunshine State," a play on Florida's nickname, "the Sunshine State."

His family was struck by a second tragedy only three days after he was shot by Allen. Rosenbloom said his younger brother Joshua was shot and killed by police after threatening to commit suicide by disemboweling himself with a sword.

Twenty-year-old Joshua Rosenbloom, a manic depressive, was acting out after hearing his brother was in intensive care in a Tampa hospital, recovering from his gunshot wounds, Rosenbloom said. He was shot three times in his bedroom when police approached while he was still holding the sword in his hands, his older brother said.
